Persons experiencing chronic homelessness interact with many institutions, not necessarily just those which provide assistance. Nevertheless, they continue to be homeless. Apart from their many years of homelessness, many of them experience a lonely fight with mental disorders, including double diagnosis (for example bipolar disorder and addiction to a substance). Persons with such a profile are provided with an opportunity to permanently part with homelessness owing to the “Housing First” programme in many places all over the world. In Poland, there is no such programme – but there are its potential clients.
We have checked their pathway in Poland in an exploratory study examining the history of the interaction with institutions of 17 persons meeting the profile of a “Housing First” (HF) programme client (determined on the basis of Housing First Guidebook by Sam Tsemberis). We have collected and analysed the data and presented it in so that you can examine the case of each individual separately. Please take a look at the history of our respondents by clicking the names from the list below. You can read how to navigate at the bottom of this page.
Respondents were given names beginning with the letter “B” (like bezdomność – the Polish word for homelessness), and descriptions of their stories, including their most characteristic elements, and the reasons behind their homelessness according to the respondents and social workers are presented. These preliminary data are an introduction to the timeline (“analiza historii”) presenting the story of their homelessness according to ETHOS, together with their administrative status, health-related situation (based on medical documents) as well as the history of their interactions with institutions dealing with treatment, social assistance, work, and the law, recreated on the basis of documents issued by the particular institutions.
Data visualisation was prepared by the Laboratorium EE. It is primarily addressed to the Polish audience, although we hope that owing to the graphical elements in the form of the timelines it will be of interest also to international community.
Inside the diagram there are chronologically ordered interactions with an institution (on the right side of the diagrams) divided into categories. Pointing at an item or strip discloses a description of the interactions in the Polish language. The first three colours reflect the respondents’ status: their housing situation according to ETHOS – dark green; administrative situation (registration of address of permanent residence, identity document) – light blue; and health status (diagnosis taken from medical documents). The other colours are used for the following five categories: red – treatment, blue – compliance with the law, grey – work, orange – social assistance, light green – housing support. At the bottom of the diagram there is a legend with statuses and categories. Clicking a selected item shows a diagram of the respondent’s interactions with an institution from a given category or status, e.g. Borys’s housing situation.
The study and visualisations were prepared under the “Housing First – Evidence based Advocacy” project co-financed with EEA funds under the Citizens for Democracy Programme.
